The most successful fisheries management regimes incorporate a clear framework of integrated components that work together to achieve defined management objectives.  Key components include clear policy and governance arrangements, effective systems for harvest control and allocation, biological and economic resource assessment, and monitoring, control and surveillance (MCS), supported in turn by effective processes for stakeholder engagement and performance review.
