This project provided advice on best practice approaches to the management of developing fisheries under New Zealand’s existing fisheries management framework.  In particular, the project provided advice on best practice approaches to the development of small scale fisheries in data poor situations and the appropriateness of the existing Quota Management System arrangements to developing fisheries.  In formulating recommendations, the project reviewed recent international experiences and approaches in the development of new fisheries and reviewed recent history in the development of new fisheries in New Zealand and captured lessons learned.  The project team also worked closely with the newly formed New Zealand Geoduc Company as a ‘live’ case study to explore the opportunities and constraints of the existing New Zealand policy and regulatory environment.
