This project conducted an independent review of the efficiency and cost effectiveness of the FFA VMS. At the time, the FFA VMS monitored approximately 1,400 vessels operating in FFA Member waters. The analysis considered to extent to which resources were being used economically to deliver FFA VMS services; assessed whether plans were being used, implemented, and adapted as necessary; and conducted analysis on the overall cost efficiency of operating and maintaining the FFA VMS in relation to its stated objectives and services provided.
