This project examined a range of measures to strengthen the safety of fisheries observers within the Pacific Islands region as well as measures to sustain observer livelihoods while they were back on shore between trips. For the safety component, the team undertook a safety risk assessment and proposed a range of possible options to further mitigate high risk areas including strengthening asset management and tracking of safety equipment, installing compliance focused cameras and strengthening insurance arrangements. For the livelihoods component, the team looked at a range of short and long-term options to provide observers with additional income while at the same time strengthening MCS coverage in the FFA region.
