This project examined the effectiveness of the initial implementation of the NFA Rebate Scheme for domestic processing of tuna within PNG. The project examined the costs and benefits of the scheme, together changes in domestic processing trends and associated levels of employment. The project also analyses differences in processing costs between PNG and its main processing competitors, providing advice upon which to base future rebate levels.
