Independent Evaluation of the Global Oceans Commission

MRAG Asia Pacific was commissioned by the Pew Charitable Trusts on behalf of the Global Oceans Commission (GOC) partners to undertake an independent evaluation of the effectiveness of the GOC.  The evaluation examined the effectiveness of the GOC in meeting its objectives, identified lessons learned and best practices that might be applicable to other similar global oceans governance initiatives and assessed the effectiveness of commissions as an intervention tool.  In undertaking the review, the project team examined the extent which the GOC drew public and policy maker attention to the problems affecting the world’s international waters, recommended pragmatic solutions and motivated policymakers to adopt the proposed approaches.  The evaluation involved extensive stakeholder interviews with GOC partners, relevant international organisations, civil society organisations and subject matter experts.
