This project developed an implementation strategy, with accompanying Strategic Plan and Theory of Change, to support the establishment of PCCOS. The preparation of the strategy drew on a strategic needs assessment for securing sustainable development for the ocean sector in the Pacific Islands region. The project considered the institutional options for supporting PCCOS within the Pacific Community (SPC) and the mechanisms to integrate PCCOS within the SPC Strategic Plan, Divisional Business Plans and associated prioritization processes.
